Harold Alley enlisted in the US Navy in Kansas City, MO in 1923.  He joined the crew of the USS West Virginia in December 1931 and he achieved the rank of T.C.1c in December 1936.  He left the USS West Virginia to join the crew of the USS Cincinatti in April 1937.
